1. The Assembly, referring to its Recommendation 1204 (1993) on the creation of a transitional mechanism for the protection of human rights in European non-member states of the Council of Europe and to its Resolution 994 (1993) on the massive and flagrant violations of human rights in the territory of the former Yugoslavia, instructs its Committee on Legal Affairs and Human Rights to pursue further and actively expedite the work of creating a transitional mechanism for the protection of human rights in European non-member states of the Council of Europe and setting up a court to judge war crimes in accordance with Recommendation 1189 (1992).
2. The Assembly instructs its Social, Health and Family Affairs Committee and its Committee on Legal Affairs and Human Rights to consider the following questions : possibilities of rapid and mobile medical assistance and of psycho-social care for rape victims ; psychological and social rehabilitation programmes for children suffering from trauma as a result of the war ; the abandonment of newborn children and their adoption ; and study of flows of women refugees and of the conditions set, at national and international level, for the granting of refugee status, with particular attention to the motive for the rape.
