This Recommendation was adopted by the Assembly at its Thirty-sixth Sitting, 8th December, 1951 (See Doc. 99, Report of the Committee on Cultural and Scientific Questions).

Considering that exchanges of teachers, students and young technicians can greatly contribute to the spread of the European idea among young students and workers,

Having taken note of the Report of the Secretariat-General on the existing exchange facilities,

1. The Assembly recommends that the Committee of Ministers instruct the Committee of Cultural Experts to widen the network of exchanges already organised between the Member States,

Emphasising, moreover, the value of both private and public action which aims at developing such exchanges as may assist the vocational training and specialisation of young workers,

2. The Assembly recommends that the Committee of Ministers encourage such action to the greatest degree possible.
