The Assembly,

Noting that the developmentof the international situation has once more confirmed the urgent need forEurope to become a united force morally, politically, economically, within thecommunity of the West and in the framework of the United Nations,

Recommends action by the Committee of Ministers as follows :

1 that it should ask the Governments toreply at an early date to the request addressed to them in Resolution (56) 23of the Committee of MinistersNote, asking them to consider the principles set out in Recommendation105Note, with a view to working outa common European policy ;
2 that it should work out, on thebasis of these replies, a concrete and effective method for co-ordinating theirnational foreign policies as a preparation for drawing up a common policy ;
3 that it should submit to the Consultative Assembly, inpursuance of Article 1 of the Statute, proposals for establishing the politicalorgans of the European community, taking into account the organisations thathave, or are being set up, such as E.C.S.C., Euratom and the Common Market.
