The Assembly,

Having regard to the attitude of the Committee of Ministers to Recommendation 197 on the participation of the Council of Europe in World Refugee Year, as set out in the Supplementary Report (Doc. 1029) to the Tenth Report of the Committee of Ministers to the Consultative Assembly ;

Reiterating its belief that European countries should seize this opportunity of demonstrating their solidarity by associating themselves with this project and by a joint contribution to it,

Recommends that the Committee of Ministers :

1 Devote the budget surplus for 1959 to the programme for World Refugee Year;

2 Direct the Special Representative to draw up, in consultation with the Committee on Population and Refugees, and with the Secretariat forWorld Refugee Year, practical proposals for the use of these funds.
