The Assembly,
Having examined the report submitted to it by Mr. Santero on behalf of the Political Committee (Doc. 1137);
Welcoming the entry of the United States and Canada into the "Organisation for Economic Co-operation and Development" which is to take the place of the OEEC;
Hoping that this new economic organisation will give the European States the possibility of continuing to examine among themselves economic problems of an exclusively intra-European nature;
Noting with satisfaction that the Organisation for Economic Co-operation and Development drawn up by the "Group of Four" set up under the resolution of 14th January 1960 adopted by the twenty Governments and the Commission of the European Economic Community, provides for the continuation of the OEEC's past activities in the monetary nuclear fields;
Considering, however, that the Report of the "Four" proposes the abolition of the OEEC Liberalisation Code without giving any further indications as to the functions of the OECD in regard to intra-European trade;
Hoping that this problem will be clarified,
Recommends that the Committee of Ministers ensure that the OECD Convention enables the European States to examine among themselves economic problems of a purely European nature, for instance certain aspects of European trade relations, if necessary, by the conclusion of partial agreements.
