Having examined the Report (Doc. 1129) submitted on behalf of the Political Committee by Mr. Aktas, Rapporteur;
Emphasizing the importance of the establishment of close and friendly relations between the member States of the Council of Europe and the countries of Africa and Asia in the economic, social, cultural and political fields, for the maintenance of world peace and security and the improvement of East-West relations;
Considering therefore that it is important to co-ordinate the policies of member States in this respect;
Considering that Resolution (59) 30 of the Committee of Ministers advocates measures to harmonise the policies of member States;
Deploring the distressing events in South Africa and mindful of the fact that it is important to ensure in the whole world observance of fundamental human rights and, consequently, racial equality,
Recommends that the Committee of Ministers:
proceed, in pursuance of Resolution (59) 30, to discuss the relationships -economic, social, cultural and political -that should obtain, with due respect for fundamental human rights, between member States of the Council of Europe and the countries of Africa and Asia, if need be, with the assistance of a special working party of Government experts:
report to the Assembly, during the second part of the Twelfth Session, on the steps taken and the results achieved.
