The Assembly

Conscious that the European Convention for the protection of Human Rights and Fundamental Freedoms is of great relevance to the foundation of justice and peace in the world and to an effective political democracy;

Having considered the proposal for the establishment of an International Institute of Human Rights, as set out in the Report of the Legal Committee (Doc. 1268);

Being of the opinion that this proposal, if implemented, would help to make known in other continents the principles and ideals enshrined in the European Convention and make available information about the way in which the Convention is applied in the different member States,

Recommends to the Committee of Ministers that it should refer the proposal for the creation of an International Institute of Human Rights to the Committee of Experts already set up to examine problems relating to the European Convention on Human Rights, and inform the Assembly of the result.
