The Assembly,

Considering that the UN Children's Fund (UNICEF), by reason of its clearly humanitarian object, deserves all support in its work;

Considering that the contributions to the UNICEF budget of only seven of the sixteen member States of the Council of Europe reach or exceed the percentages fixed for their contributions to the United Nations Organisation and its Specialised Agencies, whereas the contributions of the other nine member States are below this level;

Considering that it is natural that UNICEF should appeal to the industrialised countries to swell its budget, the present purpose of which is mainly to help children in newly-developing countries,

Recommends that the Committee of Ministers request the nine member Governments concerned to agree to a voluntary increase in their contributions to UNICEF by making their percentages at least equal to their percentage contributions to the United Nations Organisation and its Specialised Agencies.
