The Assembly,

Bearing in mind its Recommendation 306 (1962) on the Freedom from Hunger Campaign and the action taken on it in national parliaments of member States of the Council of Europe as well as its Recommendation 322 (1962) on the Surplus Food Utilisation Fund of FAO ;

Recognising the importance of the World Food Programme and the United Nations Decade of Development, of which the Freedom from Hunger Campaign is one of the fundamental parts and principal stages;

Noting that the Campaign has already given rise to a world-wide movement for cooperation, resulting in a whole series of projects and achievements;

Considering that the Council of Europe should take as large a part as possible in this movement, which should be regarded not as an act of charity but as a righteous reaction against the existing disparity between different groups of mankind,

Recommends that the Committee of Ministers :

1 grant the necessary appropriations enabling the Council of Europe to make a "token" contribution to the Freedom from Hunger Campaign ;
2 associate the Council of Europe with the World Freedom from Hunger Week ;
3 invite the member States to increase their participation in the FAO Surplus Food Utilisation Fund (World Food Programme) ;
4 if feasible, send a delegation of the Council of Europe to the World Food Congress in Washington.
