The Assembly,

Having regard to Article 1 (b), second paragraph, of the Charter of the European Conference of Local Authorities ;

In consideration of Resolution (61) 20 of the Committee of Ministers setting up the Conference as an advisory and technical organ of the Council of Europe and laying down the Charter of the Conference ;

In consideration of Resolution 36 (1962) on the Charter of the Conference and Resolution 37 (1962) laying down its Rules of Procedure, adopted by the Conference at its 4th Session,

Expresses to the Committee of Ministers its profound satisfaction with their decision conferring an official statute on the Conference, which marks the first application of the principle that local authorities should be represented in European institutions and consulted by them ;

Expresses its gratitude to the Permanent Representatives of the Ministers who, fully aware of the importance of the project and desirous of bringing it to birth, have successfully overcome the difficulties encountered in drawing up its legal statute ;

Shares the hope of the Conference that the Committee of Ministers will find ways and means of applying to the Charter the necessary adaptations and interpretations, in particular in order to enable European institutions other than the Council of Europe to make use of the Conference so that they, too, in the course of their activities, may arrange consultation with the local authorities in their member countries.
