The Assembly,

Recalling Recommendation 358 concerning the re-activation of the Council of Europe ;

Wishing to group together those of its activities which are of a political nature within the framework of a political working programme to be proposed annually at its autumn part-Session ;

Taking note of, and welcoming, the intention of the Committee of Ministers to implement Resolution (63) 6 by holding discussions on the problems of European economic integration and Atlantic partnership ;

Recalling that in this Resolution the Committee of Ministers has expressed its will to associate the Assembly with its political action ;

Considering that this association might take the form of a political working programme drawn up jointly by the Committee of Ministers and the Assembly ;

Recommends that the Committee of Ministers :

a when discussing European economic integration, should convene, as soon as possible, committees of senior civil servants who would be charged with the preparation of agreements extending to some or all of the member countries of the Council of Europe the arrangements adopted by the European Economic Community with regard to workers and the right of establishment, services, capital and transport ;
b when discussing Atlantic partnership, should attempt to work out a common attitude among Council of Europe countries towards the GATT tariff negotiations ;
c should add the following point to its political working programme : "The prospects for relations between the United States and Europe on the one hand and the Soviet Union on the other".
