The Assembly,
1. Noting, with concern, the unsatisfactory progress of the Geneva Disarmament Conference ;
2. Noting the explosion by Communist China of a nuclear device on 16th October 1964 and the
imminent danger of the further dissemination of nuclear weapons ;
3. Considering the urgent need of finding a suitable forum in which all nuclear Powers can discuss
the achievement of a world-wide comprehensive nuclear test ban, including underground tests
(except those conducted for scientific purposes under international control), and of an agreement on
the non-dissemination of nuclear weapons;
4. Considering that such agreements could be signed provisionally while negotiations on the
necessary control measures continue,
5. Recommends the Committee of Ministers to propose discussions among the nuclear Powers
including France and Communist China and between them and the non-nuclear Powers.
