The Assembly,

1. Recalling its Recommendation 520 of 2 February 1968 and considering that the lot of the refugees in the Middle East has not improved but has appreciably deteriorated;
2. Considering that an intensified effort on the part of the international community is indispensable to prevent the great majority of these refugees from having to rely for many more years on international charity;
3. Believing that one of the best ways of improving the lot of refugees is to provide them with vocational training for the employment already available or to be created in the host countries or elsewhere in the near future;
4. Considering that the Council of Europe, the depository of the moral and humanitarian values of European civilisation, is in duty bound to continue to contribute towards a solution of this problem,
5. Recommends that the Committee of Ministers invite member governments to increase further and to continue their regular and special financial contributions to the United Nations Relief and Works Agency for Palestine Refugees (UNRWA) and to give their political and moral support to that organisation's work and to the work of other United Nations specialised agencies and non-governmental organisations such as the League of Red Cross Societies so as to enable refugees in the Middle East to revert to a normal life.
