The Assembly,
1. Sharing with the European Conference of Ministers responsible for the preservation and rehabilitation of the cultural heritage of monuments and sites the conviction that this heritage can become an integral part of life in European society only with the approval and co-operation of public opinion in Europe ;
2. Aware that public opinion is not yet sufficiently well informed that this heritage is intrinsically valuable and quite irreplaceable ;
3. Reaffirming the urgent need to sensitise public opinion by all available means of information and education, and noting that films constitute one of the most efficient media in this respect ;
4. Having noted with interest Europa Nostra's intention to make a European film with the help of private as well as public finance,
5. Recommends that the Committee of Ministers invite member governments to provide financial and technical assistance for the film planned by Europa Nostra in the context of a campaign designed to arouse European public opinion to awareness of the problems involved in preserving and rehabilitating the common cultural heritage. Government contributions might be allocated to that part of the film dealing with the national aspects of the problem.
