The Assembly,

1. Having taken note of the cease-fire of 11 January 1970 in Nigeria ;
2. Recalling its Recommendation 532 (1968) on assistance to the victims of the civil war in Nigeria ;
3. Noting that, following the cease-fire, food and medical supplies are urgently needed throughout the areas affected by the war, and that there is a particularly great need for effective means of transporting available supplies to those areas ;
4. Expressing its gratitude to those member states of the Council of Europe who have already given assistance to the population in distress ;
5. Convinced that the assistance of the International Red Cross, the United Nations Children's Fund (UNICEF) and certain voluntary organisations would greatly facilitate the Nigerian Government's relief and reconstruction operations,
6. Recommends that the Committee of Ministers invite the governments of member states :
a to continue to make available the financial assistance, transport, food, medical supplies and equipment needed for those operations on behalf of persons in need in Nigeria ;
b to discuss with the Nigerian Government the best ways in which they and the voluntary organisations willing to help can assist the Nigerian Government in its relief and reconstruction operations.
