The Assembly,

1. Referring to its Resolution 475 (1971) in reply to the 1970 report of the Development Assistance Committee (DAC) ;
2. Recalling its Recommendation 595 (1970) on the role of the Council of Europe member States in the Second United Nations Development Decade ;
3. Taking note of the reply by the Committee of Ministers to this recommendation (Doc. 2792) ;
4. Considering the increasingly unsatisfactory situation in regard to development co-operation,
5. Regrets that the member governments of the Council of Europe have been unable to adopt a position more clearly in favour of the policy of development co-operation proposed in the above-mentioned recommendation ;
6. Recommends that the Committee of Ministers urge the governments of member States which are also Members of DAC each to commit themselves to act in such a way that :
a their annual transfer of capital to developing countries reaches by 1975, at latest, a level of 1% of their gross national product ;
b their official development assistance reaches a level of 0.70% GNP by 1975 at latest.
