The Assembly,

1. Recalling its Recommendations 461 (1966), 477 (1967), 536 (1968) and 665 (1972), as well as its Order No. 310 (1971), on the strengthening of Europe's scientific and technological potential ;
2. Having regard to its Order No. 323 (1972) instructing its Committee on Science and Technology to continue its efforts to promote European cooperation in specific scientific fields and convene a European joint committee on scientific cooperation consisting of members of parliament, scientists and, in accordance with its Recommendation 665 (1972), a representative of the Committee for Higher Education and Research of the Council for Cultural Cooperation ;
3. Welcoming the initial tangible scientific results of such joint research projects ;
4. Having considered the results achieved by the Working Party on Polar Research in the preparation of a European polar research programme ;
5. Convinced of the value of a thorough study of the world's climatic environment and of the effects of human activity thereon, and noting that polar ice constitutes a record of past and current changes in that environment,
6. Recommends that the Committee of Ministers :
a ask member governments to respond favourably to the proposed European Antarctic Programme drawn up by the Working Party on Polar Research created at the instance of the Consultative Assembly, whose scientific programme is set out in the report by its Committee on Science and Technology on European cooperation in specific scientific fields (Doc. 3257) ;
b ask the member governments concerned to intimate by 31 December 1973 whether they are prepared in principle to participate in this European Antarctic research project, in the light of the preliminary financial estimate in the above-mentioned report (Doc. 3257) ;
c authorise the incurring of expenditure for appropriation under Vote III (Consultative Assembly) of the Council of Europe's 1973 Budget to enable the Working Party on Polar Research to finalise the European Antarctic research project.
