The Assembly,
1. Recalling the important role that the Council of Europe has to play as an instrument of European co-operation ;
2. Considering that the geographical scope of the Council of Europe is extending, as is shown by the recent accession of Portugal ;
3. Considering that the budgetary resources made available to the organisation by the governments of the member states are very limited, and that the growth rate of the budget in real terms has been very small in recent years,
4. Recommends that the Committee of Ministers take the necessary action to ensure that the accession of a new member state is accompanied by an increase in the budgetary resources made available to the Council of Europe, which will enable it to meet its increased political responsibilities, and which might be achieved in such a way as to keep the size of the contributions, in real terms, of the other member states at their previous levels.
