The Assembly,

Having been informed of the decisions taken on 12th and 13th January by the Special Economic Committee composed of representatives of the Governments of the following countries: Belgium, Canada, Denmark, France, Federal Republic of Germany, Greece, Italy, Netherlands, Portugal, Sweden, Switzerland, United Kingdom and United States of America;

Considering that the said decisions are mainly concerned with re-organising O.E.E.C. which would extend its present membership to include its two Associate Members, the United States and Canada ;

Considering the importance attached by the Council of Europe Consultative Assembly to ensuring that O.E.E.C., in its re-organised form, will be subject to parliamentary control,

Decides :

1 to set up a special group composed of the Chairman of the Political Committee, the Chairman of the Economic Committee, the Rapporteur of the Political Committee on the rationalisation of European institutions, the Rapporteur of the Economic Committee on problems of European economic relations, together with two other members of the Assembly co-opted by the above-mentioned four members ;
2 to instruct the special group to study the system of co-operation between the Council of Europe and O.E.E.C., particularly as regards parliamentary control over the activities of O.E.E.C., in its re-organised form.

With this end in view the special group will establish contact with the group of four experts who have been instructed to report on the reorganisation of O.E.E.C., with the twenty-Government Conference of high officials due to be held in Paris on 19th April 1960, and with members of Governments, Members of Parliament and high officials of Member States.

The group will submit a report as soon as possible to the Political Committee and the Economic Committee of the Assembly.
