The Assembly,

Having regard to the growing importance of blood transfusion today;

Having regard to the action already taken by the Council of Europe in this field, in particular the conclusion by the member countries of the European Agreement on the exchange of therapeutic substances of human origin;

Noting that the call for blood donors has so far been limited chiefly to urban areas although rural areas possess a considerable potential in donors whose contribution could held to remedy the present shortage;

Considering the confidence and authority enjoyed by local authorities among the inhabitants of rural areas,

Resolves to invite municipal and regional authorities in the member countries and the various organisations representing them on the national or European level, in particular the European Conference of Local Authorities, to consider the advisability of launching a propaganda campaign in cooperation with the League of Red Cross Societies and the Red Cross Societies in the member countries, with the purpose of organising or developing the collection of blood in rural areas.
