The Assembly,

Recalling its Resolution 211 (1961) on the promotion of European intermunicipal exchanges and the establishment of a plan to develop such exchanges ;

Recalling its Resolution 231 (1962) giving the opinion of the Assembly on Resolutions 29 and 32 (1962) of the European Conference of Local Authorities on intermunicipal exchanges and the Cultural Fund ;

Recalling that the interchange of young people between local communities of European countries does much towards arousing in our populations awareness of a European community and imbuing future generations with the ideal of European unity ;

Aware that exchanges of young people in the context of permanent contacts between two or more municipalities of different countries are the best means of rendering our youth aware of both the diversity and unity of European culture and of inciting them to share in Europe's cultural heritage,

Notes with great satisfaction the excellent results achieved during the second year's functioning of the Plan for the development of European intermunicipal exchanges which, following on the success of the first year's operation, fully confirm the effectiveness of the system ;

Emphasises the importance it attaches to the continued operation and extension of the Plan ;

Views with considerable concern and deep regret the suppression of the operational appropriation by the Council for Cultural Co-operation, which may jeopardise the very existence of the Plan ;

Expresses its sincere thanks to the Committee of Ministers who, by making a grant of 50,000 francs out of the general Council of Europe budget following the cancellation of the appropriation of the Council for Cultural Co-operation, have enabled the Plan to continue operating in 1964 and have thus shown the importance they attach to the action undertaken in this field ;

Conveys to the Council for Cultural Co-operation its urgent request to reconsider its attitude towards the Plan for the development of European intermunicipal exchanges, to grant it in future the appropriations necessary for its operation and to give special attention to its activities.
