The Assembly,

1. Recalling Recommendation 337, adopted on 25th September 1962, which recognised the historic importance of the declaration made by the President of the United States on 4th July 1962, when he proposed that ties of interdependence should be established between his country and Europe, as soon as its unity has been fully achieved ;
2. Considering that President Johnson and his Government have confirmed their resolute belief in an Atlantic partnership to be achieved by agreement between the free countries and to be based on discussion and debate and on respect for the ideas and proposals of all ;
3. Considering that it is vital to make further progress with the unification of Europe ;
4. Considering that the concept of partnership is in the interests both of free Europe and the United States,
5. Asks the Governments concerned :
6. to make every effort to assure the successful conclusion of the tariff negotiations in GATT ;
7. to continue and extend the co-operation already begun among Atlantic countries within the framework of OECD ;
8. to increase cultural exchanges ;
9. to work for an effective system of political co-ordination and consultation among the Atlantic countries ;
10. to take into account, however, that the creation of such a system would not imply that the Western States should develop a monolithic policy in all fields, but a policy which might encourage :
10.1 a certain process of differentiation either at the level of the Western States or at the level of European organisations (like the European Economic Community and EFTA) in order to serve their interest better by conducting a flexible policy which would take advantage of the methods available to each of them and to the organisations mentioned above ;
10.2 a more useful role on the part of the Council of Europe with a view to improving relations with Eastern Europe ;more functional activities on the part of the Council of Europe to make it a more effective framework for European political unity ;
10.3 a more realistic attitude towards the problem of Atlantic partnership in reciprocal relations between Europe and the USA ;
10.4 more functional activities on the part of the Council of Europe to make it a more effective framework for European political unity ;
11. to consider a new methods of ending the fragmentation of Europe.
