The Assembly,

1. Thanking the European Civil Aviation Conference for the transmission of the report of its 5th Session ;
2. Convinced of the value to Europe of the work being undertaken by ECAC in facilitating and liberalising European air transport operations ;
3. Greatly appreciating the maintenance of close relations between ECAC and the Council of Europe, and in particular the consideration being given by ECAC to the Assembly's Report on Certain Financial and Economic Aspects of Air Transport Operations (Doc. 1734) and to the accompanying Recommendation (Recommendation 391) ;
4. Believing that ECAC could and should promote further expert study and examination on an overall European basis of a number of problems which are assuming progressively greater importance in the European civil aviation field ;
5. Having regard inter alia to the clear desirability of promoting the reduction of air fares by the construction of those types of modern aircraft which would render such a reduction feasible,
6. Resolves :
a To invite its President to transmit to the President of ECAC the present Resolution together with accompanying Report and Recommendation, with a request that ECAC carefully study the views and proposals set out therein - in particular the proposal that ECAC, in association with the Council of Europe, should organise a Symposium to be held in Strasbourg in the late spring or early summer of 1966, for the purpose of an informal exchange of views between a wide range of experts in the field of civil aviation, on the desirability and feasibility of substantially expanding European co-operation in the field of civil aircraft construction, "co-operation" being inter alia as covering proper advance consultation on a Europe-wide basis between manufacturers and airlines as to the latter's needs ;
b To request ECAC (acting if necessary through Cocoli) to inform the Consultative Assembly of what steps it proposes to take in implementing the present Resolution.
