The Assembly,

1. Considering that application of paragraph 3 of Rule 14 of the Rules of Procedure, which runs as follows :

"The Bureau shall refer the documents mentioned in paragraph 1 of this rule to the appropriate committee for examination and shall submit such reference to ratification by the Assembly at its next sitting. A document shall usually be referred to only one committee for report, though it may be referred to any other committee for an opinion. The Bureau may, however, refer one or more parts of a document to different committees for report.",

presents serious difficulties when the Assembly as a whole has to give an opinion on questions falling equally within the province of several committees ;

2. Considering that this is particularly true in respect of the Intergovernmental Work Programme of the Council of Europe ;

3. Considering that in this case there would be every advantage in having recourse to the opportunities offered in Rule 43 (2) which provides as follows :

"The Assembly may also set up special committees for specific purposes. All motions to set up a special committee shall be included in the Register of the Assembly in accordance with Rule 27 above and referred to the Committee on Rules of Procedure for report.

The term of office of a special committee shall end after its report has been dealt with by the Assembly.",

4. Resolves that after each presentation to the Assembly of the Intergovernmental Work Programme of the Council of Europe a special committee shall be constituted to report on the document in question, such committee to comprise one member of each of the relevant general committees of the Assembly, with additional seats reserved for any national delegations not represented, and to be dissolved once its report has been discussed by the plenary Assembly.
