Relations with Latin America

The Assembly,
2. Approving the declaration of the Latin-American delegation which concluded the first meeting with parliamentarians of the Council of Europe on 25 September 1968 ;
3. Emphasising with the Latin-American participants in this first meeting that such contacts, if they are to be useful, must take place regularly ;
4. Recalling that the many bonds linking Europe and Latin America are not simply the result of the economic realities of the modern world, but also of their heritage of civilisation ;
5. Considering that European policy towards Latin America should seek to forge bonds which will contribute to the economic and social progress of these nations, especially by means of contacts between regional and local organisations, and consider the possibility of political co-operation ;
6. Considering that the debates and conclusions of the first meeting in Strasbourg between Council of Europe and Latin-American parliamentarians should be publicised as widely as possible in Latin America and Europe,
7. Resolves :
a to consider all available means of strengthening permanent co-operation between Europe and Latin America, especially in the cultural, scientific and economic fields, and to consider the possibility of political co-operation ;
b to maintain relations with the Latin-American Parliament and particularly to organise debates and meetings between Latin-American and European parliamentarians, which might take place alternately at the Council of Europe and in Latin-American capitals ;
c to accept in principle, therefore, an invitation to meet in one of these capitals beginning in 1969 ;
8. Requests the Secretary General to arrange for the publication and circulation in Europe and Latin America in pamphlet form (in English, French and Spanish) of the debates, conclusions and reports of the first meeting between European and Latin-American parliamentarians, at the Council of Europe.
