The Assembly,

Deeply concerned at the large-scale human suffering caused by the civil war in Nigeria, which represents a serious threat not only to fighting personnel but also to civilians whether they be on one side or the other ;

Aware that the Organisation of African Unity has requested its member states and all member states of the United Nations to refrain from any action likely to impede the peace, unity and territorial integrity of Nigeria ;

Noting that the General Assembly and the Security Council of the United Nations have not so far been seized of any aspect of the conflict in Nigeria ;

Noting further that the Secretary General of the United Nations, while respecting the attitude of the Organisation of African Unity, has appointed a personal observer to Nigeria ;

Recognising that the problem of Nigeria is essentially African ;

Considering however that European nations have a common moral responsibility to alleviate the sufferings caused by the conflict, to avoid any action which may increase the number of victims and to use all available means in order to help towards a peaceful solution,

Asks all European governments to increase their humanitarian aid to the victims of the conflict, to support the work of the Committee of the International Red Cross and the voluntary relief organisations, and to facilitate and support the efforts of those organisations to co-ordinate and to give maximum effect to their relief activities ;

Appeals to all governments, whether Western or Eastern, to do anything within their power to establish jointly a general arms embargo as a step towards a general agreement covering a cease-fire and to adopt strict controls in order to prevent black-market traffic in arms ;

Expresses deep anxiety over the civil war in Nigeria which will soon enter its third year, and urges the African governments to do their utmost to achieve a rapid cessation of the hostilities and to lay the foundations of a peaceful settlement.
