Establishment of "Europa Centres" for migrant and indigenous workers

The Assembly,

1. Having examined Resolution 62 (68) of the European Conference of Local Authorities, concerning the settlement of migrant workers in foreign communities ;
2. Sharing the view of the European Conference of Local Authorities that the local communities appear, both by their nature and by their size, to be the units best suited to co-ordinate the efforts of public and private bodies concerned with the reception of migrant workers ;
3. Considering that the creation of "Europa Centres" - independent, self-governing institutions - suggested by the European Conference of Local Authorities, would in many ways facilitate the integration of migrant workers into their new living and working community ;
4. Having learned with satisfaction that the Council of Europe Special Representative for National Refugees and Over-Population supports the creation of "Europa Centres" ;
5. Noting that the social nature of the "Europa Centres" would enable the Resettlement Fund of the Council of Europe to assist in financing them,
6. Invites the competent authorities of local communities which are hosts to large numbers of migrant workers :
a to elaborate, as soon as possible, projects for "Europa Centres" in accordance with the proposals contained in the European Conference of Local Authorities' Resolution 62 (68) ;
b to keep the European Conference of Local Authorities informed of such projects, so that it may, in conjunction with the Assembly, promote and support their speedy implementation.
