The Assembly,

1. Recalling the texts it previously adopted on international voluntary service, the most recent of which were Recommendation 553 (1969) and Resolution 407 (1969), relating to the third Seminar on International Voluntary Service held in November 1968 on the theme of "Co-operation in economic and social development : responsibility of trade unions, co-operatives, voluntary agencies and industrial and commercial enterprise in developing countries" ;
2. Having regard to the success of the three Seminars on International Voluntary Service already held, which were arranged in co-operation with the Regional Conference on International Voluntary Service ;
3. Attaching the greatest importance to the recent initiatives the Council of Europe has taken in the field of development co-operation ;
4. Considering that through the first three seminars, voluntary and intergovernmental organisations, governments and private bodies, as well as representatives from the developing countries, had an opportunity to exchange views on common experience and problems in the field of development co-operation, with a view to making their development activities more effective ;
5. Considering that the bringing together of human resources in the broadest sense is the key to economic and social development ;
6. Having regard to the report of the Committee on Social and Health Questions (Doc. 2679) ;
7. Welcoming the decision of principle taken by the Committee of Ministers to vote appropriations in the Budget of the Council of Europe to cover the organisation of the fourth Seminar in 1970,
8. Resolves to hold in Strasbourg from 2-6 November 1970 a fourth Seminar on International Voluntary Service, on the theme of "Mobilisation of human resources for social and economic development -Second Development Decade : co-operation between intergovernmental, governmental and voluntary organisations, trade unions, co-operatives and industry with developing countries" ;
9. Instructs its President to invite the appropriate organisations to take part in the Seminar ;
10. Instructs the Secretary General to make all the necessary arrangements for the Seminar in co-operation with the Committee of the Regional Conference on International Voluntary Service.
