The Assembly,
1. Considering the
provisions of Rule 39 of its Rules of Procedure (Substitutes) ;
2. Noting that in some rules only Representatives are mentioned, although it
is clear that these rules apply also to Substitutes, whereas other rules
mention both Representatives and Substitutes ;
3. Believing that the
Rules of Procedure should be as clear and unequivocal as possible ;
4. Wishing to bring the Rules of Procedure into line with the practice which
has been established over the twenty years of the Assembly's existence,
5. Decides to amend the Rules of Procedure as follows :
a Rule 5 :
5.1.1 paragraph 1 : for "Representative" read : "member" ;
5.1.2 paragraph 2 (English text only) : for "oldest Representative" read
"provisional President" ;
b Rule 9 :
5.2.1 paragraph 1 to read as follows : "No
Representative may stand as a candidate for the office of President and no
Representative or Substitute for the office of Vice-President unless he has
been nominated in writing by three or more Representatives or Substitutes"

5.3.1 paragraph 1 : for "Representative" read :
"member of the Assembly" ;
5.3.2 paragraph 2 (English text only)
: for "Representative" read : "member" ;
5.3.3 paragraph 4 : for
