The Assembly,

1. Recalling its Resolution 104 (1956) instituting the Committee on Parliamentary and Public Relations of which paragraph 5 reads : "As soon as the committee finds it appropriate, it should report to the Assembly on how far the methods laid down in the present resolution are proving effective for their purpose, and submit whatever further proposals are called for" ;
2. Considering that its work cannot hope to be really effective unless national parliaments are continually associated with it ;
3. Recognising the right of all members of national parliaments to be kept informed of the activities of the Consultative Assembly, for the operation of which they have voted funds ;
4. Recalling its Resolutions 4 and 10 (1950), 61 (1954), 70 (1955), 104 (1956), 135 (1957), 198 (1961), 250 (1963) and 319 (1966) on its relations with national parliaments,
5. Invites :
a its President :
to send invitations to Speakers of national parliaments to visit the Consultative Assembly of the Council of Europe during its sessions with the possibility of addressing the Assembly ; and
to send to the Speakers of national parliaments, after each part-session, the texts selected by the Committee on Parliamentary and Public Relations from among those adopted by the Consultative Assembly ;
b the national delegations, if they have not hitherto done so, to present to their parliaments, annually or after each part-session, a report on their activities at the Consultative Assembly, and to see that these reports are debated in their parliaments ;
c the committees of the Consultative Assembly, when meeting in the capitals of member states, to arrange for formal joint meetings with the corresponding committees of national parliaments, if this is compatible with the rules of procedure of these parliaments ; or where this is not possible, for informal meetings ;
d all members of the Consultative Assembly :
to arrange for recommendations and resolutions of the Assembly to be drawn to the attention of national parliaments whenever they are relevant to the discussion of a question on the agenda of their respective parliaments ; and
to publish in their local press articles on their activity in the Consultative Assembly.
