The Assembly,

1. Having taken note of the 2nd progress report on the activities of the International Centre for Advanced Mediterranean Agronomic Studies (Doc. 2854);
2. Gratified by the way in which the Centre's activities are developing, in particular by the affiliation of a third institute and extensive administrative and scientific reorganisation ;
3. Recalling its Resolution 415 (1969), in which it voiced the hope that governments of member States not parties to the Agreement of 21 May 1962 would associate themselves with the activities of the International Centre for Advanced Mediterranean Agronomic Studies, by giving technical assistance and by endowing it with scholarships ;
4. Regretting the absence, hitherto, of any favourable response to that hope in the countries in question ;
5. Deploring the continuing failure of the Advisory Board of the Centre to hold meetings, and its consequent inability to provide the leadership required of it by statutory provisions ;
6. Recalling its concern about the Centre, one of the tangible achievements of the Council of Europe in international cooperation and aid to developing countries, and wishing to follow closely activities of the Centre and to have closer contacts with its principal bodies,
7. Expresses the wish :
a that the next progress report of the International Centre for Advanced Mediterranean Agronomic Studies will reach it before the end of 1971, and that the report will set forth in greater detail the expenditure in respect of major objectives (instruction in the institutes' different curricula etc.) ;
b that a meeting of the Advisory Board will be called as a matter of urgency ;
8. Calls on the members of its Committee on Parliamentary and Public Relations to bring pressure to bear on their respective parliaments and governments to ensure that States not parties to the Agreement of 21 May 1962 may associate themselves with the activities of the International Centre for Advanced Mediterranean Agronomic Studies.
