Prospects for the "Summit" Conference of the 10

The Assembly,

1. Concerned by news that the "Summit" Conference of the Ten might be postponed,
2. Affirms that this conference is now more necessary than ever, inter alia for the following reasons :
a the new monetary crisis, which is in danger of spreading, requires prompt consultation on reinforcement of the monetary union between the countries of Western Europe ;
b postponement of the "Summit" Conference will also have a detrimental effect on the strengthening of the institutional and political structures of the enlarged Community ;
3. Urges, therefore, that the "Summit" Conference be held on the scheduled date and requests the governments concerned to do all in their power to make this conference a success, and in particular to proceed urgently to establish a European fund for monetary co-operation with appropriate authority and resources ;
4. Appeals especially to the Governments of France and the Federal Republic of Germany to formulate, at their meeting in Bonn next week, specific proposals such as to ensure the success of the "Summit" Conference.
