CSCE-Results, Prospects and consequences for Europe

The Assembly
1. Welcomes the holding of the Conference on Security and Co-operation in Europe, whose primary aim must be to consolidate peace and co-operation in Europe on the basis of the rule of law and the common heritage of civilisation and freedom of the European nations ;
2. Recalls the statement of its basic position in Recommendations 692 (1973), 729 and 739 (1974) and
Resolution 588 (1975) ;
3. Hopes that the progress observed recently in the Geneva negotiations, concerning the development of human contacts and of the flow of information between the peoples of Europe, will bear fruit as rapidly as possible in all the countries of Europe ;
4. Hopes that the positive conclusion of the CSCE will include confidence building measures and will mark the beginning of real progress in MFR negotiations to promote a military balance of power on a reduced level and in this way achieve a reduction of suspicion and tension and increasing rapprochement between peoples ;
5. Hopes that the positive conclusion of the CSCE will permit the beginning of a period of constructive East-West co-operation in humanitarian, cultural, economic, scientific and technical, and in particular political and military matters, wherever and whenever possible ;
6. Convinced at the same time that this objective should not be pursued at the expense of greater cultural, economic, social and political union in Western Europe,
7. Affirms its own determination :
a to maintain the CSCE and its follow-up as an item on the agenda of the competent committees and its plenary debates ;
b to take the appropriate initiatives for the opening of constructive dialogue between European politicians on questions related to security and co-operation in Europe ;
8. Calls upon the Council of Europe member governments :
a to ensure that before the conclusion of the conference the possible ambiguities over the principles relating to security in Europe and to humanitarian co-operation are fully dispelled ;
b to follow closely the results of the conference :
respecting existing international and bilateral relations within Europe and with North American states ;
accepting the idea that, after a reasonable period, a new meeting of the participants should take place in order to evaluate the stage reached in the implementation of the final CSCE document ;
c to harmonise their action during the follow-up period of the Conference on Security and Co-operation in Europe :
by fulfilling their promise to use the Committee of Ministers of the Council of Europe for periodic exchanges of view on the practical implementation of the conclusions of the conference ;
by developing and co-ordinating, wherever possible, through the competent departments of the Council of Europe, the activities of member countries in specific matters related to the conference.
