The Assembly,

1. Recalling its Resolutions 575 (1974), 599 (1975), 614 and 640 (1976), on the situation in Spain ;
2. Warmly welcoming the political maturity shown by the Spanish people in freely and massively voting for democratic parties on 15 June 1977 ;
3. Noting with satisfaction that the great majority of political parties represented in the new Cortes share a desire for closer links with Western European organisations and for democratic constitutional reform,
4. Looks forward to the rapid completion of the process of transition towards full democracy in which basic human rights are guaranteed, and instructs its President, as a first step towards associating Spain more closely with the Assembly's work, to issue an invitation to the President of the new Cortes, as soon as they are constituted, to send an ad hoc delegation of Spanish observers so that they may be in a position to participate in debates at the next plenary session, in October 1977.
