The Assembly,

1. Reaffirming its interest in the effective implementation by the member states of all the provisions of the European Convention on Human Rights ;
2. Recalling that Article 57 of this convention confers on the Secretary General of the Council of Europe an autonomous and discretionary power to request Contracting Parties to furnish explanations of the manner in which their internal law ensures the implementation of the convention ;
3. Convinced that strict control of the application of human rights in the Council of Europe member states would have a positive effect on respect for human rights throughout the world,
4. Strongly encourages the Secretary General to exercise fully his right under Article 57 of the convention ;
5. Requests the Secretary General to inform it of the results of any enquiries he makes under Article 57 of the convention ;
6. Recommends that the Secretary General refer to it the replies given by the member states after each application of Article 57 and the conclusions he draws from them.
