Tribute to Mr. Peter Smothers, Secretary General of the Council of Europe

The Assembly,
1. Having, on 14 May 1969, elected the new Secretary General of the Council of Europe to succeed Mr. Peter Smithers on 16 September 1969 ;
2. Fully associating itself with the terms of Resolution (69) 20, adopted by the Committee of Ministers on 6 May 1969, by which the committee stressed, amongst other things, "the striking part played by" Mr. Peter Smithers during his term of office as Secretary General of the Council of Europe "in strengthening and rationalising the activities of the organisation and in giving them new impetus and greater efficacy",
3. Welcomes the progress which the Council of Europe has made since 1964 as a result of the stronger stimulus and firmer direction it has received from the Secretary General, particularly through the intergovernmental Work Programme initiated by him and in its relations with the United Nations and their specialised agencies ;
4. Expresses its satisfaction with the policy pursued by Mr. Peter Smithers with regard to the Secretariat staff, who now enjoy genuine career prospects as a result of the priority given to promotions to all grades, as advocated by the Assembly in 1953 (
Recommendation 49) ;
5. Presents to Mr. Peter Smithers its profound thanks and best wishes for success in his future public and private activities.
