The Assembly,

1. Having studied the report of its Committee of Agriculture on the industrial production of proteins ;

2. Taking note of the FAO study on "Filling the protein gap" (Rome, 1969) ;

3. Considering that fresh efforts must be made towards solving the problem of world hunger, and in particular the shortage of protein foods ;

4. Noting that the supplies of proteins potentially available from traditional sources are limited in the majority of developing countries, at least in the short and medium term ;

5. Noting moreover that scientific experiments which are designed to develop unconventional sources of protein based on hydrocarbons or carbohydrates and single-cell algae, and which appear to be very conclusive, are at present sufficiently advanced to proceed from the experimental stage to that of practical application,

6. Recommends that the Committee of Ministers :

6.1 Invite the governments of member states :

a to co-ordinate basic and applied research in Europe on the industrial production of proteins ;

b to encourage, in particular, the production of microbic and single-cell proteins through the application on an industrial scale of recently discovered methods ;

6.2 Invite the competent expert committees of the Council of Europe to place this question on their agenda ;

6.3 Invite the United Nations Food and Agriculture Organisation, which is especially concerned with solving the problems of world hunger and world malnutrition, to encourage for its part the industrial application of recent discoveries concerning the production of proteins based on hydrocarbons, carbohydrates and single-cell algae.
