In the draft resolution, paragraph 25, replace the words "the issues raised in this and the above-mentioned resolutions" with the following words :

"the terms of reference of the Assembly Committee of the Honouring of Obligations and Commitments by Member States of the Council of Europe (the Monitoring Committee)".

This falls within the scope of the monitoring mandate.
