In the draft resolution, after paragraph 8.8, insert the following paragraph:

"ensure that the population is not forced to acquire Abkhaz, South Ossetian or Russian passports and is not punished for using Status Neutral Travel Documents issued by Georgian authorities;"

Explanatory note

Despite the calls by the Assembly, the forced passportizations still take place in Abkhazia, Georgia and South Ossetia, Georgia. In addition, the local population is prevented from making use of Status Neutral Travel Documents issued by the Georgian authorities allowing full access to the social benefits.
