In the draft recommendation, at the end of paragraph 1, insert the following sentence:

"Also, the rules which guarantee the independence of human rights monitoring bodies should provide for the withdrawal or the dismissal of an expert found to be in a conflict of interest situation."

Explanatory note

This sentence is added to take into account certain "conflict of interest" issues in respect of ECRI: a newly appointed member of ECRI has become Secretary of State in one country, while another member is an adviser to the Minister of Foreign Affairs on minority and human rights issues.
