1. During its consideration of the Honourable
Parliamentarian’s question, the Committee of Ministers was informed
by the Armenian delegation that, on 24 January 2013, the Armenian
Court of Cassation invited Mr Araqelian to lodge a fresh appeal
as the previous one did not satisfy the requirements laid down in
the Armenian Code of Criminal Procedure. The Armenian Court of Cassation
has not, at this stage, upheld Mr Araqelian’s conviction at first
instance. As the proceedings are still pending, the Committee of
Ministers cannot comment on the case in question.
2. Regarding dialogue between Armenian political forces, which
the Committee of Minister can only encourage, it is for the leaders
of the different political parties to determine the arrangements
for this.
