To ask the Committee of Ministers,

Does the Committee of Ministers find it expedient that the European Convention for the Protection of Human Rights and Fundamental Freedoms in some cases is used to protect for instance perpetrators of a crime of violence, persons guilty of rape and the like from being expulsed from one of the member States?
