In the draft resolution, after paragraph 5, insert the following paragraph:

"That said, the development of communication technologies in future will allow the use of electronic voting for the expansion of the traditional mechanisms of democracy. This process should be gradual. It can contribute to the establishment of terms of initial questions that might be addressed by electronic voting, with the definition of issues at both a global and a local level."
