In amendment 26, replace the words from "contributes" to the end of the amendment with the following words:
"is important to alleviating the humanitarian situation of IDPs, refugees and those still in the conflict areas. It has, however, included numerous Russian "humanitarian convoys", which unfortunately entered Ukraine unlawfully, without authorisation, border control or co-ordination with the International Committee of the Red Cross."
