The recent provocation and aggressive acts by Armenian military forces in April 2016 have increased Armenia’s rhetoric of hatred and enmity against Azerbaijanis. This situation will further worsen the position of Dilgam Askerov and Shahbaz Guliyev, who were illegally imprisoned while visiting their homeland and the graves of their relatives in the Kalbadjar region of the Republic of Azerbaijan occupied by Armenia.
The international community, including the OSCE Minsk Group, has on numerous occasions called on the Armenian authorities to take all necessary steps to return the two civilians to the Republic of Azerbaijan.

To ask the Committee of Ministers,
To what extent are this illegal imprisonment and the refusal by Armenia to return these civilians to the Republic of Azerbaijan in line with the commitments of Armenia as a member State of the Council of Europe and, taking into account the increasing hatred and enmity rhetoric, how could the Committee of Ministers contribute to the safe return of these civilians?
