The European Court of Human Rights decided on the case of the former Prime Minister of Georgia (Merabishvili v. Georgia) in 2017, and subsequently, according to the procedure on execution of judgments, the decision was transmitted to the Committee of Ministers.
In its judgment, the Court found a violation of Article 18 of the European Convention on Human Rights. This is a rare finding in the Court’s practice and in the previous cases where a violation of this article was found it received particular attention from the Committee of Ministers. More than half a year has passed since the Court judgment and up to now, the Committee of Ministers has not yet discussed this case.
