INSTRUCTION TO THE COMMITTEE ON RULES OF PROCEDURE AND PRIVILEGES

" The Standing Committee, having expressed the opinion in Appendix III of the Report which it adopted on the 21st November 1950, that the excessive number of Recommendations submitted to a vote of the Assembly represented a serious drawback for the smooth working of the Council;

Discussions in the Committee on Rules of Procedure and Privileges, having further made it apparent that certain modifications in the Rules of Procedure of the Assembly, based upon the experience of recent Sessions, might with advantage be introduced,

For these reasons,

The Assembly

Instructs the Committee on Rules of Procedure and Privileges to consider what possible improvements might be made in its Rules of Procedure, in the light of past experience,

Draws particular attention to the necessity for effective rules and regulations with the object of reducing so far as practicable the excessive number of Recommendations submitted to the Assembly, and to the advisability of supplementing the provisions of the Rules of Procedure in the matter of Parliamentary Privilege,

Instructs the Committee on Rules of Procedure and Privileges to submit a Report to it on this subject for consideration in the second part of this year's Session. "
