1. The Honourable Parliamentarian is informed that the Alekseyev judgment, which became final in 2011, has been the subject of examination by the Committee of Ministers so far at 11 of its human rights meetings, beginning in June 2012 and most recently in December 2018.Note The case is now examined in parallel with the Bayev case. Both judgments are examined under the Committee’s enhanced supervision procedure.
2. During this period, the Russian authorities have informed the Committee on a regular basis about their position with regard to the execution of the judgments in question, presenting several action plans in this respect. In this way, there has been a continuing dialogue between the Committee and the authorities of the Russian Federation regarding general measures to address the violations established by the Court. As reflected in its decisions, the Committee has closely followed relevant legislative and judicial developments in the respondent State, and has also monitored the situation in practice through the information provided by the authorities as well as by civil society. The Honourable Parliamentarian is referred in particular to the decisions adopted by the Committee of Ministers at its most recent examination of this matter.Note
3. These cases will remain under the supervision of the Committee until it is satisfied that the judgments have been fully executed.
