In the draft resolution, paragraph 6.2, replace the words "otherwise it will move to the second step of the procedure" with the following words:

"in any event, the Committee of Ministers should decide on moving to the second step of the procedure not later than four weeks after having consulted the Assembly and the Secretary General."
