In the draft resolution, at the end of paragraph 4.4, insert the following words:

"which include inter alia, questioning the very existence of pluralist democracy, serious human rights violations or contravening fundamental principles of international law. The procedure will be applicable to situations, which existed before and will continue to last after its introduction, without prejudice to the procedures or measures already applied to the specific situation"
